Supporting Integrated Primary Care Services in Indonesia

CHISU participated in the launch of two programs to showcase how primary care is at the center of Indonesia’s digital transformation in Indonesia on October 2, 2024. The project will continue to support the Indonesian Ministry of Health to ensure health information systems in primary care settings are interoperable with the national health information system.  Integrating health data from primary care facilities with national-level health information systems  presents health care providers with a full picture of their patients’ medical history. But it also reduces the data entry burden on health workers who spend less time entering data into multiple systems and more time on providing health care. 

In Indonesia, the Ministry of Health (MOH) is implementing the integrated Primary Health Care (ILP) and Public Health Laboratory Tier 2 (Labkesmas Tingkat 2) programs to advance digital transformation in primary health care settings. The ILP program emphasizes standardizing service delivery, improving data quality, and developing data dashboards to monitor health outcomes in real time. The Labkesmas Tingkat 2 program leverages digital health technologies to strengthen preventive care, screening,  and surveillance to improve responsiveness and bolster communities’ health resilience. These efforts have streamlined healthcare processes and enhanced efficiency.

In East Java’s Mojokerto City, CHISU is supporting the District Health Office to update the city’s electronic medical record (EMR) system, Gayatri, so that it can connect to Indonesia’s national health information exchange platform, SATUSEHAT. The updates included changes to data entry fields to align with ILP standards and the inclusion of both an executive dashboard for decision-makers and local area monitoring dashboard for primary care facilities, or puskesmas. We also supported interoperability between Gayatri and SATUSEHAT and developed a data data dashboard so city health office managers can monitor data flows to SATUSEHAT.

In October 2024, Mojokerto City officially launched its ILP and Labkesmas Tingkat 2 programs at an event to showcase Mojokerto’s digital transformation journey to date. The MOH’s Director General of Public Health, Director of Public Health Management, and Director of the Center for Data and Information saw how the city has transformed its Puskesmas, Labs, and Gayatri to the ILP standards. The event also included a demonstration of the updated version of Gayatri and site visits to laboratories, Puskesmas, and integrated Health Services Posts (Posyandu) to see how the service delivery operations of these facilities reflect Indonesia's vision for integrated primary care. 

Going forward, we will continue to support Mojokerto as they work to make data interoperable across Gayatri and other national-level health information systems such as the MOH’s TB information system, antenatal care information system, and maternal and newborn death information system. By connecting these information systems, we aim to reduce health workers’ data entry burden and improve the availability of quality data for decision making.
