CHISU Indonesia Wins 2024 USAID Health Systems Strengthening Case Competition

In June 2024, USAID and its Health Systems Strengthening (HSS) Accelerator project selected CHISU’s pioneering work to measure and strengthen Indonesia’s health information system progression as a winning case in its annual Health Systems Strengthening Case Competition.  CHISU’s case, Evidence-Based Action to Achieve Indonesia's Digital Health Transformation: Use of the Digital Maturity Index Assessment to Measure Health Information System Progression, was one of three winners out of 109 submissions from 44 countries that showcased the volume, quality, and diversity of health systems strengthening efforts globally.   

Nony Parmawaty, CHISU Indonesia’s Senior Monitoring and Evaluation Manager, shared the project’s learning and experience during a virtual showcase event on July 15, 2024 alongside the other two winning teams from Uganda and Colombia. She highlighted CHISU’s partnership with the Ministry of Health’s Center for Data and Information Technology (PUSDATIN) in launching the Digital Maturity Index (DMI) to measure and accelerate Indonesia’s digital transformation. The DMI is an annual assessment that measures the digital maturity of the country’s national and subnational health offices and health facilities. The assessment identifies gaps in HIS implementation that decision makers can then use as a foundation for evidence-based action plans that accelerate digital transformation at all levels of the health sector in the country.

We supported PUSDATIN to integrate key components of the HIS Stage of Continuous Improvement (SOCI) framework into its DMI assessment. This ensures the assessment covers the critical domains of the country’s health information system, from governance to data quality and use, assigning each with a score. Since 2022, DMI scores have increased across provincial and district health offices as well as hospitals and health facilities, showing continuous improvement in Indonesia’s health information system. The DMI process helped stakeholders from across Indonesia's health systems articulate a shared and measurable vision toward digital transformation and resulted in action plans that prioritize data standardization and interoperability as a way to achieve that vision. Action taken from the DMI results to increase health system interoperability is already making an impact in Indonesia, reducing the amount of time health workers can spend on data entry by 50 percent, allowing more time for patient care.
